Pradhan Mantri Adarsh Gram Yojana

Details

The Pradhan Mantri Adarsh Gram Yojana (PMAGY) was introduced in the financial year 2009-10 with the goal of promoting area-based development, specifically focusing on villages with a majority of Scheduled Caste (SC) population. The primary objective of this scheme is the integrated development of such villages, ensuring that all sections of society have access to basic services and opportunities for a dignified life.

The implementation strategy of PMAGY is twofold. First, it seeks to achieve development primarily through the convergent execution of relevant Central and State/Union Territory Government schemes. This approach ensures that existing resources and initiatives are effectively utilized in a coordinated manner. Second, PMAGY addresses development gaps by undertaking specific activities not covered under other government schemes. For this purpose, “Gap-filling” funds are provided as Central Assistance, with a maximum allocation of ₹20,00,000 per village.

The scheme was initially launched on a pilot basis in 2009-10, selecting a total of 1,000 villages from five states: Tamil Nadu, Rajasthan, Bihar, Himachal Pradesh, and Assam. The distribution of villages included 225 each from Tamil Nadu, Rajasthan, Bihar, and Himachal Pradesh, and 100 from Assam. Over time, all these villages have been officially recognized as ‘Adarsh Gram’ by their respective state governments.

The vision behind an ‘Adarsh Gram’ is to create a model village where basic needs are adequately met for all residents, thereby minimizing social and economic disparities. These villages are designed to have the necessary infrastructure and provide their inhabitants with access to essential services, enabling them to lead dignified lives. In such an environment, every individual is empowered to realize and utilize their full potential, contributing to the overall development and well-being of the community.

Benefits

The Pradhan Mantri Adarsh Gram Yojana (PMAGY) is designed to foster holistic development in Scheduled Caste (SC) majority villages, ensuring equitable growth and access to essential services. The scheme provides a comprehensive framework that integrates financial support, infrastructure development, social empowerment, and monitoring to transform these villages into model communities.

Key Benefits:

1. Holistic Village Development: The scheme specifically focuses on SC-majority villages, aiming to transform them into model villages where residents have access to all basic services, thus reducing social and economic disparities.

2. Financial Support: PMAGY provides a dedicated allocation of ₹20 lakh per village. These funds are utilized to address critical gaps in infrastructure and essential services that are not fully covered by other government schemes.

3. Village Development Plan (VDP): Each village develops a customized 5-year development plan based on a baseline survey and identified needs. This ensures targeted interventions and structured progress.

4. Convergence of Schemes: The scheme emphasizes the integration of multiple central and state initiatives, such as PMAY-G, MGNREGS, Ujjwala, SBM, and others. This coordinated approach maximizes resource utilization and impact.

5. Infrastructure Improvements: PMAGY facilitates the enhancement of essential infrastructure, including roads, electricity, sanitation, water supply, healthcare facilities, schools, and Anganwadis, thereby improving overall quality of life.

6. Social Empowerment: Beyond physical infrastructure, the scheme promotes social harmony, inclusion, and awareness within SC communities, fostering an environment conducive to collective growth.

7. Monitoring Framework: Progress under PMAGY is tracked across more than 50 indicators in sectors such as education, health, and livelihoods, ensuring accountability and transparency in implementation.

8. Indirect Benefits to Individuals: While there is no direct cash transfer to individuals, residents benefit through improved village facilities and access to government schemes, creating a long-term positive impact on living standards.

Eligibility

The Pradhan Mantri Adarsh Gram Yojana (PMAGY) is designed to support the integrated development of villages with a significant Scheduled Caste (SC) population. To ensure that the scheme benefits the communities most in need, certain eligibility criteria are applied.

Key Eligibility Criteria:

1. SC Population Requirement: Primarily, a village must have at least 50% of its population belonging to Scheduled Castes. In some states, villages with a minimum of 40% SC population may also be considered for inclusion.

2. Census Recognition: Only villages recognized in the latest Census data are eligible for the scheme, ensuring accurate demographic and administrative identification.

3. Population Size: Ideally, eligible villages should have a total population of 500 or more, which helps in the effective implementation of development initiatives.

4. Exclusion of Previously Covered Villages: Villages that have already been selected and covered under earlier phases of PMAGY are generally not eligible for reselection, allowing the scheme to expand its reach to new communities.

Application Process

The application process under the Pradhan Mantri Adarsh Gram Yojana (PMAGY) is structured to ensure systematic planning, need-based interventions, and effective implementation of developmental activities in SC-majority villages. The process is primarily conducted offline and involves multiple stages, each supported by standardized formats to maintain consistency and accountability.

Step-wise Application Process:

Step 1: Submission of Village Profile and Convergence Committee Details

A). Format Used: Format-1

B). The initial stage involves the submission of a comprehensive village profile, which includes demographic data and other relevant information. It also identifies the members of the Convergence Committee responsible for overseeing the scheme’s implementation at the local level.

Step 2: Assessment and Planning

This step can follow either one of two parallel approaches depending on the requirement:

1. Assessment and Submission of Infrastructure Requirements and Preparation of the Estimated Action Plan

A). Formats Used: Format-2 and Format-4

B). Existing infrastructure gaps are identified, and findings are documented. A detailed action plan is then prepared, outlining the scope of work, estimated costs, and funding sources, including both convergent and gap-filling interventions.

2. Household Survey to Identify Individual Needs and Mapping of Schemes to Beneficiaries

A). Formats Used: Format-3A and Format-3B

B). A door-to-door survey is conducted to assess specific household needs. Based on this survey, a beneficiary-wise mapping is done, linking relevant government schemes and welfare programs to each eligible household, ensuring interventions are inclusive and need-based.

Step 3: Formulation and Approval of Village Development Plan (VDP)

A). Format Used: VDP Document

B). All proposed developmental activities are consolidated into a Village Development Plan. This document is submitted to the District Level Convergence Committee (DLCC) for review and formal approval.

Step 4: Implementation of Development Activities and Progress Reporting

A). Format Used: Submit Progress Format

B). Upon approval, the VDP is implemented with the support of district and village-level authorities. Progress reports are regularly submitted according to the defined monitoring mechanism to ensure accountability and timely execution.

Step 5: Declaration of the Village as “Adarsh Gram”

A). Criteria: Minimum score of 70 and Open Defecation Free (ODF) status

B). After successful implementation and fulfillment of identified needs, the village is evaluated. If it meets the prescribed criteria, it is officially declared as an “Adarsh Gram” by the competent district authority.

Note:

In Step 2, the applicant can follow either the infrastructure assessment route or the household survey route, depending on the focus of development planning.

All formats and official documents required for the application process can be accessed or downloaded from the official PMAGY documents (starting from page 30 onwards).

Frequently Asked Questions

PMAGY aims at the integrated development of Scheduled Caste (SC) majority villages. The scheme seeks to transform these villages into model villages by ensuring access to essential services, infrastructure, and opportunities, thereby reducing social and economic disparities.

Primarily, villages with at least 50% SC population are eligible. In some states, villages with 40% SC population may also be considered. The village must be recognized in the latest Census and ideally have a population of 500 or more. Villages covered under earlier phases of PMAGY are generally not reselected.

Each selected village receives up to ₹20 lakh as Central Assistance. These funds are used to address gaps in infrastructure and services that are not covered under other central or state schemes.

A Village Development Plan (VDP) is formulated based on a baseline survey, assessment of infrastructure gaps, and household-level needs. The plan integrates various central and state schemes and includes gap-filling interventions. It is submitted to the District Level Convergence Committee for approval before implementation.

After implementation of the VDP, the village is assessed against predefined criteria, such as a minimum score of 70 and achieving Open Defecation Free (ODF) status. If the village meets these criteria, it is officially declared as an “Adarsh Gram” by the competent district authority.
